Job Description
Duties 1. Performs multidisciplinary professional engineering work involving the application of electronics, mechanical, aerospace, and/or other engineering disciplines to determine the intelligence needs of customers in the acquisition, development, and/or sustainment of weapon systems, sub-systems, support systems, equipment items, or an equivalent product. 2. Provides Intelligence supportability analysis of DoD/USAF Acquisition programs, systems, and processes. Applies expertise in the field of engineering and extensive knowledge of the assigned functional area to resolve unique or novel problems related to intelligence supportability. 3. Serves as an engineering consultant and technical expert to senior officials, intelligence specialists, program managers, and/or other agency representatives. Initiates and provides expert technical direction, management, and administration for assigned engineering programs and projects. 4. Participates in working groups and prepares correspondence, briefings, specifications, and other documentation relevant to assigned projects. Interacts with the program's/project's design and development specialists through a variety of ways, including participation in: Integrated Product Teams, High Performance Teams, Analysis of Alternatives studies, Threat Steering/Working Groups, Technology Reviews, Pathfinder efforts, Intelligence Support Working Groups, and other forums as appropriate. An advanced degree in engineering is preferred * Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. * Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Qualifications This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Examples of creditable experience include: mastery of advanced multidisciplinary engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to project development, research, execution, and advisory services; extensive knowledge of advanced engineering concepts, principles, practices, methods, and techniques to provide expert judgment concerning programs/operations; resolve unique or novel problems, conditions, or issues; and significantly alter standard practices, processes, and known techniques; expert knowledge of systems engineering practices and procedures as they pertain to sustainment, modification, logistics, production management principles, concepts, policies, and systems to execute significant projects which represent an important segment of the agency's operating program; comprehensive knowledge of principles of planning and program management to execute significant projects which represent an important segment of the agency's operating program; knowledge of other engineering disciplines, technical design, development project work, and standard acquisition regulations, practices, and procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of multidisciplinary professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced engineering theories, principles, and concepts to support project development, execution, and advisory services. Knowledge of HQ AF 32-series AFIs and HQ AFCEC planning/programming Business Rules for Facility Sustainment, Restoration and Modernization (FSRM) and MILCON programs. 2. Knowledge of acquisition policy and guidance, and the role intelligence plays throughout a weapon system's life cycle; Acquisition Intelligence analysis mission and strategy; and the roles and responsibilities of field intelligence offices in support of USAF research laboratories, acquisition program offices, and life-cycle management, nuclear, sustainment, and system testing enterprises. General knowledge of the intelligence cycle and intelligence policy and guidance, and the structure, organization, roles and missions, and inter-relationships of the national Intelligence Community (IC), DoD, and USAF. 3. Ability to apply engineering and intelligence cycle knowledge, methodologies, principles, and concepts to accurately identify engineering and intelligence requirements or shortfalls in support of weapon systems, subsystems, and/or support equipment to determine potential courses of action, provide technical advice and direction, and/or recommend solutions to satisfy open requirements and resolve shortfalls. 4. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. 5.
