Our Directorate General has more than 100 professionals providing services to over 4,000 employees. The Employee Services Division comprises over 50 staff, delivering integrated people solutions that empower ECB employees and foster engagement. The Division is responsible for policies, processes, tools and operations related to topics such as working conditions, contracts, payroll, health and well-being, the ECB’s pension funds, health insurance, and the social integration of staff and their families. In your role as HR Solutions Expert, you will be part of the team responsible for the administration of the ECB’s pension arrangements. You will work with a wide variety of stakeholders, including ECB pension committees and decision-making bodies. We are seeking an expert with strong mathematical and actuarial knowledge to work on the management, valuation and strategic development of the ECB’s pension arrangements. Your role As an HR Solutions Expert in the Pensions and Insurances team you will: perform quantitative analysis and draft policy notes on actuarial and investment topics for the decision-making bodies; take a leading role in advancing methodological enhancements and in developing the process and documentation related to the calculation of pension benefits, in close cooperation with the external actuary; handle relationship and contract management in relation to the ECB’s external pension actuary and contribute to related procurements; coordinate the valuation of and reporting on the ECB’s pension arrangements, e.g. the annual IAS 19 exercise; analyse and effectively communicate complex pension information to relevant stakeholders; liaise with internal and external parties on matters relating to the governance, investment and actuarial methodologies applying to the ECB’s pension arrangements; communicate information to the members of the ECB’s pension arrangements about benefits, actuarial aspects and investment policy, as well as other pension-related matters; contribute to the analysis and handling of complex and politically sensitive matters. Qualifications, experience and skills Essential: a master’s degree or equivalent in actuarial science, mathematics, statistics or another relevant field (see How you can join us for details on degree equivalences); in addition to the above, four or more years’ experience in the field of pension consulting, actuarial services or occupational pension management; a thorough understanding of pension accounting standards (e.g. IAS 19) and actuarial principles; strong analytical skills and the ability to explain complex content to non-specialists; excellent drafting, presentation and moderation skills; an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages. Desired: professional experience in developing and implementing internal policies; experience in procurement and contract management. You engage collaboratively with others. Working modalities We would be happy to discuss a part-time arrangement for this role. Further information The contract offered will be fixed-term, the appointment being for 24 months as of the exact starting date of the selected person. Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints.
