Job DescriptionKey ResponsibilitiesTeam Leadership & SupervisionSupervise, coach, and develop a team of 8-12 M&E technicians and contractors. Coordinate shift coverage and resource allocation to ensure 24/7 facility support. Conduct performance evaluations, training programs, and safety meetings. Foster a culture of continuous improvement and regulatory compliance.Critical Utilities ManagementOversee operation and maintenance of HVAC systems, including clean room environmental controls and differential pressure monitoring. Manage electrical distribution systems, emergency power generation, and uninterruptible power supply (UPS) systems. Supervise compressed air systems, process gases, and clean steam generation. Ensure optimal performance of Water for Injection (WFI), Purified Water (PW), and clean-in-place (CIP) systems. Monitor building automation systems (BAS) and environmental monitoring systems.Maintenance Program ManagementDevelop and execute comprehensive preventive maintenance programs for all M&E systems. Coordinate corrective maintenance activities with minimal impact on manufacturing operations. Implement predictive maintenance technologies and condition-based monitoring. Manage spare parts inventory and critical equipment redundancy strategies.Regulatory Compliance & DocumentationEnsure all M&E activities comply with FDA 21 CFR Part 11, EU GMP Annex 15, and other applicable regulations. Support validation activities including Installation Qualification (IQ), Operational Qualification (OQ), and Performance Qualification (PQ). Maintain detailed maintenance records and ensure proper documentation practices. Participate in regulatory inspections and internal audits.Emergency Response & Business ContinuityLead emergency response for facility utility failures and environmental excursions. Coordinate with production teams during planned and unplanned maintenance activities. Develop and maintain emergency procedures and backup system protocols. Ensure rapid restoration of critical systems to minimize manufacturing downtime.Budget & Vendor ManagementDevelop annual maintenance budgets and capital expenditure recommendations. Manage vendor relationships and service contracts for specialized equipment. Evaluate and implement cost-effective maintenance strategies. Oversee contractor safety compliance and work permit processes.Essential QualificationsEducation & ExperienceBachelor's degree in Mechanical Engineering, Electrical Engineering, or related technical field. Minimum 7-10 years of experience in pharmaceutical, biotechnology, or highly regulated manufacturing environments. 3 years of supervisory experience managing technical teams. Experience with FDA-regulated manufacturing facilities preferred.Technical Certifications & LicensesProfessional Engineer (PE) license preferred. HVAC certification (EPA Section 608, NATE, or equivalent). Electrical licenses appropriate to facility voltage levels. Project Management Professional (PMP) certification preferred.Regulatory KnowledgeThorough understanding of FDA 21 CFR Part 11 (Electronic Records and Electronic Signatures). Knowledge of EU GMP guidelines, particularly Annex 15 (Qualification and Validation). Familiarity with ICH Q7 (Good Manufacturing Practice for Active Pharmaceutical Ingredients). Understanding of ISPE baseline guides for pharmaceutical facilities.Technical SkillsBiopharmaceutical Systems ExpertiseClean room design, operation, and environmental monitoring systems. Sterile process utilities including clean steam, WFI, and nitrogen systems. Validation protocols and change control procedures specific to pharmaceutical manufacturing. Risk assessment methodologies (FMEA, HACCP) for critical utility systems.Technology & Systems ManagementProficiency with Computerized Maintenance Management Systems (CMMS) such as SAP PM, Maximo, or equivalent. Experience with Building Automation Systems (BAS) and SCADA systems. Knowledge of advanced process control systems and distributed control systems (DCS). Understanding of cybersecurity requirements for validated systems.Specialized Equipment KnowledgePharmaceutical-grade HVAC systems, including laminar flow and isolation technology. High-purity water system design and operation. Steam sterilization systems and validation requirements. Compressed air systems with appropriate quality standards (ISO 8573).Leadership & Soft SkillsStrong leadership abilities with experience managing diverse, multi-shift technical teams.
