We are seeking an experienced and strategic finance professional to lead our Accounting function. Reporting to the Assistant Director (Finance), the Senior Manager will oversee end-to-end accounting operations, statutory reporting and regulatory compliance. The incumbent will lead efforts to optimize financial performance, ensure compliance with policies, and work closely with department to drive productivity and operational effectiveness. As a not-for-profit organization, a key part of the role will involve grants management – monitoring grant utilization, preparing timely reports and supporting related audits. This is a leadership position requiring strong technical expertise, a hands-on approach, and the ability to build robust financial controls to support organisational sustainability and growth. Key Responsibilities Lead and review the overall accounting function, including General Ledger (GL), Fixed Assets (FA), Accounts Payable (AP), Accounts Receivable (AR) operations, and Grants Management. Supervise the accounting team to ensure timely and accurate month-end and year-end closings, and statutory reporting. Ensure the accuracy of financial records and compliance with accounting standards and regulatory requirements. Oversee GL and bank reconciliations and reclassifications related to AP, AR, and FA. Manage accounting system controls, including setup and maintenance of cost centres, fund codes, project codes and period changes in SAP ByDesign (ByD). Lead the preparation of financial statements and contribute to the drafting of the Annual Report. Oversee grant accounting, including preparation of grant claims, monitoring utilisation, compliance with funder requirements, reporting and supporting grant audits. Review and ensure accurate submission of GST, withholding tax filings, Department of Statistics returns, and other regulatory submissions. Act as the main liaison with internal and external auditors, ensuring audit readiness and effective resolution of issues. Lead statutory and regulatory reporting, including submissions to MCCY, Charity Portal FS, and other agencies. Serve as Secretariat to the Audit and Risk Committee (ARC), preparing reports and ensuring proper documentation for governance. Review and strengthen internal controls and financial processes, recommending and implementing improvements, where necessary. Develop and implement comprehensive Standard Operating Procedures (SOPs) and guidelines covering all facets of accounting operations. Lead or participate in finance-related projects and organisational initiatives, including transformation of our finance systems. Job Requirements Degree in Accounting, Finance, or related discipline; Chartered Accountant (Singapore) / CPA / ACCA qualification preferred. At least 10 years of progressive accounting/finance experience, with a minimum of 5 years in a supervisory or managerial capacity. Strong technical knowledge of Singapore Financial Reporting Standards (SFRS), Charities Accounting Standards (CAS), tax regulations, and statutory requirements. Experience in grants management (utilisation, compliance, reporting, and audits) within the non-profit, charity, or public sector is highly desirable. Hands-on experience with accounting/ERP systems; prior knowledge of SAP is an advantage. Strong leadership, team management, and stakeholder engagement skills. Meticulous, analytical, and able to manage multiple priorities in a fast-paced environment. Strong communication and report-writing skills, with the ability to deliver financial and management information clearly to support strategic decision-making. High level of integrity and commitment to upholding governance and accountability in financial management.
