Job Description

Position Overview: During construction stage, plan, lead and manage consultant / contractors to implementing fire protection design / installation for the project throughout the design development, contract of documentation, authority submissions, site administration & management,testing & commissioning to the project completion. During the operation and maintenance phase, maintains the organization EHS management system by inspecting the implementation of EHS management system, perform frequent audits on the operational control, evaluate against the compliance to legal regulations, EHS MS and other standards. Possesses analytical skills and values collaboration in order to solve problem. Responsibilities: A. Project Stage Review the fire protection design and construction drawings to ensure compliance with SCDF and BCA regulations, and provide optimization suggestions based on experience. Review the contractor's fire protection system construction standards, equipment specifications, and SCDF acceptance requirements Review and approve installation MS, material submission and samples submission provided by contractors. Proactively liaise with stakeholders involved in fire protection system to resolve issues during design and construction. Monitoring the progress of fire protection construction in accordance with the overall project implementation plan Supervise the quality and compliance of fire protection construction based on the fire protection design drawings, company internal requirement and local regulatory requirements. Review and approve the contractor's fire protection system commissioning plan to ensure the plan and results comply SCDF requirements Review, approve and archive the contractor's submission of as-built drawings, equipment documentation, and test reports. Assist consultant, contractors and SCDF officers during fire protection site testing/audits, providing explanations of technical solutions. B. Routine Operation Develop operation manuals and maintenance guides for fire protection systems. Establish fire safety policies, fire safety operating procedures manual, and fire & emergency evacuation plans, and ensure the implementation of fire safety policies and procedures Equip fire protection facilities and equipment according to SCDF standards and industry standards, set up fire safety signs, and organize regular inspections, urging maintenance to ensure they remain in good condition and effective; Conduct comprehensive inspections of building fire protection facilities at least once a year to ensure they are in good condition and effective, with complete and accurate inspection records archived for reference Establish, maintain, implement, and improve the company's EHS management system procedures, documents, SOPs, and records Establish and maintain an emergency response system, conduct emergency response training, and organize emergency response drills Ensure evacuation routes, safety exits, and fire truck access are unobstructed, and that fire compartment and fire separation / set back distances comply with fire protection technical standards Oversee the maintenance, inspection, testing, and repair of fire protection system facilities in the plant area. Implement fire prevention inspections and rectify fire hazards works, and be responsible for supervising hot work and temporary electrical use on-site Conduct pre-employment fire safety training for employees, organize regular fire safety training and fire drills, and actively conduct training for fire safety knowledge and skills. To manage the fire maintenance contractor / vendors including evaluation, contract signing, maintenance plan creation and execution, documentation archiving, and issue resolution of fire protection. Review and approve the proposal of fire protection system repair plans and change order proposal, and follow up on fire protection system testing and anomaly investigations for improvements Review, supervision, and approve of fire protection design drawings for new construction, renovation, and expansion projects, conduct safety supervision, inspection, and guidance at construction sites, and maintain safety inspection records. Support customer and government fire protection system audit and inspections. Support other ad-hoc work arranged by the team lead. Job requirements: Min. bachelor's degree in engineering, specializing in Fire Protection Engineering or related fields. At least 10 years of experience in fire protection system design, construction, and operation & maintenance for pharmaceutical and chemical plants Familiar with and proficient in Singapore's fire protection laws, regulations, and relevant standards Proficient in using AutoCAD and related tools Experience in leading fire protection projects to successfully pass SCDF drawing audits and site audit. Familiar with FSSD submission systems and approval processes Possesses cross-department coordination skills and the ability to investigate accident hazards Proficient in Singapore's various fire protection systems and products, with the ability to develop internal inspection requirements and plans as well as inspection requirements and plans for fire protection maintenance service providers Capable of establishing documentation systems that comply with Singapore's emergency management, fire safety training, and fire protection facility maintenance requirements Excellent English in writing and communication skills; Chinese communication & Writing is preferred to work with stakeholders from China and other countries and support technical transformation.
