Job Description

Summary The Manager of Human Resources and Administration is responsible for overseeing all HR and administrative functions within our Mexico operations. Reporting to the Head of Human Resources, this role requires comprehensive knowledge of Mexican labor regulations and a proven ability to lead initiatives in recruitment, employee relations, payroll, compliance, and general administration. The manager will serve as a strategic partner to senior leadership while ensuring compliance with federal, state, and local employment laws. Responsibilities Human Resources Lead and manage all HR activities in Mexico, including recruitment, onboarding, employee relations, compensation and benefits, training and development, and labor compliance. Ensure compliance with Mexico’s labor regulations, including the Ley Federal del Trabajo , IMSS, INFONAVIT, SAT, and local workplace obligations. Develop and implement HR policies and procedures in accordance with internal practices and local regulations. Ensure company policies are updated and legally compliant. Manage payroll processes and ensure accurate and timely salary payments, social security contributions, tax withholdings, and benefits administration in line with Mexican law. Manage labor contracts and ensure proper classification and documentation of employees. Manage employee relations and support leadership in resolving conflicts, disciplinary processes, and terminations, ensuring legal documentation and process compliance. Drive the implementation of the company’s annual performance management cycle (goal setting, mid-year, and year-end reviews). Partner with department heads on staffing plans, organizational structure, and succession planning. Oversee internal and external audits of HR practices and maintain required labor and benefits documentation. Stay updated on changes to labor law, IMSS requirements, and workplace safety regulations and inform leadership of relevant impacts. Organize and support corporate and employee events, internal meetings, and town halls. Administration Oversee management of company vehicles, including maintenance, permitting, and insurance compliance. Support immigration processes for foreign employees, ensuring all procedures (visa, INM registration, and lodging) comply with INM (Instituto Nacional de Migración) regulations. Support budget planning for administrative and HR functions and control expenditures to align with approved budgets. The responsibilities mentioned may vary and be increased based on the instructions of the Company’s directors according to the Company’s needs. Minimum Qualifications Education and Experience Bachelor’s degree in Human Resources, Business Administration, Industrial Relations, or a related field (Master’s degree or diploma in Labor Law or HR compliance is a plus). Minimum 5 years of managerial experience in Human Resources, preferably in a multinational environment with manufacturing, warehouse/distribution, and administrative operations. Demonstrated experience managing HR processes under Mexico's labor laws and social security institutions. Knowledge, Skills, and Abilities Fully bilingual in Spanish and English (verbal and written). Expert-level knowledge of Ley Federal del Trabajo , IMSS, INFONAVIT, SAT, and STPS regulations. Proficient in managing full-cycle payroll and compliance audits. Excellent interpersonal and leadership skills with the ability to coach and guide managers at all levels. Strong analytical and problem-solving skills, with attention to detail and confidentiality. Proficiency in HRIS systems and Proven skills in Microsoft Office Suite. Excellent presenter and ability to convey messages through data and analytics. Ability to motivate a team, set the vision, drive the agenda, empower the team, and review work product to deliver a high-volume of high-quality work that exceeds expectations. Strong ability to collaborate with others for success in a fast-paced and dynamic environment with aggressive growth goals. Energetic, self-starter, and resourceful problem solver – gets things moving and keeps them on track. High attention to detail with the ability to manage multiple ongoing activities.
