Toowoomba Regional Council is seeking a visionary Manager, Development Infrastructure and Growth to lead a multi-disciplinary team at the forefront of engineering, development planning, and urban growth. About the Role Reporting directly to the General Manager, Planning and Development Services, you’ll drive innovation and excellence across development engineering, infrastructure planning, infrastructure charging, and the plumbing inspectorate. With six direct reports and broad strategic responsibility, you’ll lead the delivery of integrated infrastructure solutions that support the region’s growth and liveability. You’ll be a key advisor to Council and executive leadership, engaging with government, industry, and the community to deliver outcomes that are efficient, sustainable, and aligned with Toowoomba’s long-term vision. Who We're Looking For A degree-qualified civil engineering professional (RPEQ registration desirable) Demonstrated experience leading high-performing, multi-disciplinary teams. Strong technical expertise in development assessment, infrastructure planning, and regulatory frameworks - particularly within local government or complex stakeholder environments. Proven ability to manage change, support workforce planning, and build team resilience in response to evolving priorities. A collaborative and strategic leader with exceptional communication skills and a strong commitment to service excellence and stakeholder engagement. Skilled in delivering evidence-based advice, preparing concise reports and presentations, and ensuring compliance with relevant legislation, policies, and standards. Demonstrated ability to build and maintain effective stakeholder relationships, manage competing priorities, and drive continuous improvement across service delivery, operations, and financial performance.
