To support this journey, we are seeking top talent for an exciting opportunity as a Associate Director, Software Engineering . This role drives the vision for developing and implementing IT systems and processes supporting Singtel’s ambition to offer a Digital Telco model for Wholesale Services, Roaming Services, and other future opportunities. It is a leadership position responsible for translating business strategy into technology strategy, overseeing vendor strategy, system design, software engineering, implementation, integration, technical thought leadership, and line management. The role is strategic and operational, focusing on both developing new services and maintaining the ongoing operations of Mobile Virtual Network services, ensuring 24/7 uptime for all MVNOs. The MVNE systems manage BSS/OSS functions for virtual network operators, including customer/subscriber management, order management, service provisioning, real-time rating/charging/billing, and inventory management. The upcoming Managed Roaming As A Service (MRaaS) will introduce new capabilities like data analytics, campaign management, and rewards, requiring deep knowledge of Telco applications and business landscape. Make An Impact By The Director, MVNE will have a forward-looking perspective, be inspirational and decisive in shaping the future of MVNE at Singtel. They will be an influential leader, capable of communicating ideas persuasively and engaging stakeholders. Translate business strategy into technology strategy Support the international digital services business, offering Digital Telco MVNO services, including Wholesale Services, Managed Roaming, and future opportunities. Act as a bridge between business and technical teams, translating needs into requirements for design and implementation. Collaborate with product and service vendors and MVNOs to ensure service stability, develop new capabilities, onboard partners, monitor vendor performance, and improve processes. Deep understanding of the full BSS/OSS stack, including real-time rating systems (OCS/CHF, PCRF/PCF, Diameter protocol) Design IT and Network services, ensuring security and regulatory compliance Work with IT, Infosec, Cybersec, and Network teams for integration and compliance Lead by example, demonstrating high exposure, collaboration, and influence with senior stakeholders Manage a delivery squad, fostering agility through Agile and hybrid methodologies Manage vendor relationships, including negotiations and system delivery Develop strategies and guidelines to improve software development, system implementation, and operations Continuously update skills and lead teams to adopt new technologies and methodologies Hire, mentor, and grow a hybrid team with expertise across operations, solution design, and engineering, both offshore and onshore Skills to succeed Degree in IT/Computer Science or related field 15 years of experience, including 7 in management Experience managing regional teams and large-scale Core Telco BSS/OSS systems Proven leadership in change management Experience managing large teams and vendor contracts across geographies Stakeholder management skills Ability to guide business stakeholders Strategic, creative thinker with a track record of building scalable Telco systems Deep knowledge of the Telco space, especially digital telco implementations Experience in MVNE, Wholesale, or Managed Roaming business Strong commercial, analytical, decision-making, and problem-solving skills Excellent communication and negotiation skills Leadership and collaboration skills Result-oriented with a passion for innovation Ability to manage budgets Strong stakeholder, team, and vendor management skills Rewards that Go Beyond • Full health and wellness benefits • Ongoing training and development • Internal mobility opportunities Your Career Growth Starts Here.
