Purpose: As the Manager – Community Safety & Rural Lands Services for Maranoa Regional Council, you will be a motivated leader who is responsible for leading a diverse team of professionals to ensure regulatory compliance with both council and state legislation, policy, and procedures, whilst promoting a positive team culture that fosters collaboration, accountability, community safety and customer service excellence. Areas of focus: • Animal management & control • Unsightly and overgrown allotments • Abandoned vehicles. • Provision of a rapid response service to community safety situations such as dog attacks and wandering animals both during and after business hours • Proactive Patrols of town areas across the region • Operation and maintenance of Council's Regional Animal Pound Facility. • Rural Land Management including stock routes, biosecurity, and water facilities. Reporting to the Director – Regional Development, Environment & Planning, the Manager provides senior management-level direction and oversight for all activities and operations of the Regulatory and Rural Lands Services Department as well as contributing to overall success of Maranoa Regional Council as part of the senior management team providing input into operational, financial, and strategic planning and initiatives Key Responsibilities: Lead the Facilities function on behalf of Council. Manage Council's land and buildings that contribute to the provision of a range of services across the region, and for use by residents, visitors, business, industry and Council. This includes ensuring the delivery of the key priorities services and projects outlined in Council's Corporate Plan, Operational Plan and Budget. Manage the Facilities function within the approved budget. Deliver annual services with quarterly reporting on progress including: Provision of community and tourism facilities including community halls, visitor information centres, multi-purpose facilities and public toilets; Swimming pools (Roma, Mitchell, Injune, Surat, Wallumbilla); Other sport and recreation facilities (including sporting grounds); Heritage buildings; Housing (90 – including both Council owned and low-cost community housing within Council's rental portfolio); Property leases – formalising tenancy arrangements through lease, licence or user agreement and monitor compliance; Hire of Council venues (31 locations available for hire and an additional 6 for internal Council use); Land management Native title; Building maintenance; Workers' camps; Insurance; Buildings strategic asset management; Building design and construction. In conjunction with the Program Management team, and where required, undertake capital projects as approved by Council Budget Management Service Delivery and Reporting Stakeholder Engagement Land Management Qualifications and Licences t o be successful, you'll need: Demonstrated experience in a leadership role, preferably within local government or regulatory compliance. Current C (Car) Class Driver Licence Qualifications in Facilities management and/or relevant experience within facilities management and service delivery, planning, prioritisation, budgeting and financial management Qualifications or relevant experience in Project Management, Land Management or related (desirable) Required Skills and Experience: To be successful in this role you will have: Relevant experience in contract and contractor management, service contract procurement including developing and maintaining professional working relationships. Operational and facilities management experience with building services and infrastructure in a large and complex property portfolio. Experience in building services project management, financial management, budget setting, work prioritisation and performance tracking. Experience and skills using Office Suite software, GIS and GPS software is strongly desirable Strong leadership qualities, interpersonal, organisational and communication skills with excellent track record in providing high quality customer service. Excellent negotiation and problem-solving skills with a proven capacity to exercise initiative and develop solutions. Strong knowledge of relevant building standards and government regulations, such as QLD Codes of Practice, Australian Standards, Work Health and Safety Act and Regulations 2011, Building Code of Australia etc. Demonstrated ability to lead and manage complex functions within an organisation, particularly in a facilities or infrastructure-related environment. Experience working within senior management teams to implement organizational priorities, policies, and decisions. Experience in managing and developing staff performance, including training, recognition, mentoring, and managing performance issues.
